Members voted for five candidates, the one with the highest vote becoming chairman. In theory -- official lactivity often keeping this purely theoretical -- the chairman sent out carbon-copied bulletins, received comments and votes from the other board members, and then issued a new bulletin summarizing these and adding new matters. It has been suggested in some organizations that the board elect all the other officers.
