The Best Other Forms Hugo category was a one-time Committee Special Category awarded by Nolacon II. It was devised as a catch-all category for anything that the voters considered meritorious that was not eligible in another category. It was not judged to have been successful enough for the WSFS Business Meeting to make it into a permanent Hugo category.
