Possibly a hoax bid, but also possibly just a hoax hoax bid (an ad or flyer purporting to be for a hoax bid for the Gulag Archipelaclave. The latter seems most likely since the artist for this flyer was the same as for the St. Ghu in '82 hoax bid which was also not heard from again.
