An apazine published by Bruce Pelz for APA-L. He stated that the title (transcribed as Nyet Vremya, though apparently typed by others in Latin letters as "HET BPEMR") was Russian for "No Time"… which it kind of is, but in the dictionary, nominative case, usable in sentences like "What my machine travels through is not time but space" or "Now is no time to duplicate but one to cut stencils". In idioms like "There is not time in for me to do all the fanac I should", the negative requires the genitive/partitive "Nyet vremeni" (in caps, НЕТ ВРЕМЕHИ).
For another contemporaneous Pelz apazine titled in even worse Russian, see Valday.
