A Worldcon bid which dropped out of the race in early 1984 and did not appear on the site selection ballot.
(The winner for 1987 was Britain in '87.) See 1987 Worldcon Site Selection for more details.
This Worldcon bid appears to have morphed into the Phoenix in 1987 NASFiC bid which was selected to run the 1987 NASFiC at LoneStarCon and went on to run CactusCon. See 1987 NASFiC Site Selection. Precisely how it was related to the losing 1987 Worldcon bid is unclear.
