This is entirely speculative, but there was a Basil Saffer born in Leeds in 1919. He emigrated to the United States after the Second World War and became curator of the General Shale Museum of Ancient Brick in Johnson City, Tennessee. He died in 2011. Aside from the alignment of data points there is no real reason to assume he is the B. Saffer of the 1937 Leeds Convention but he seems like a pretty interesting bloke all the same.
