Site Selection for the 1997 Worldcon was conducted by ConAdian, the 1994 Worldcon. The bidders were San Antonio in '97 and St. Louis in '97. Hong Kong in 1997 was also a bid, but it did not file, and may or may not have been serious.
San Antonio in '97 won handily on the first ballot and went on to run LoneStarCon 2.
