Eurocon 28 was held April 13–16, 2006 in Kyiv, Ukraine in conjunction with Portal, a local annual covention started in 2004 and soon become the natcon, as well as the Kyiv international book fair "Medvin", with significant support of the national and municipal authorities. The attendance was around 500.

This was the first Eurocon in Ukraine, or indeed any post-Soviet country; Eurocon 2008 was voted to Moscow, Russia there, and after 5 years, Eurocon 2013 returned to Kyiv as a stand-alone event.

Guests of Honour were Harry Harrison and Andrzej Sapkowski; there were also (de facto) Special Guests Ellen Datlow, Eileen Gunn and artist Sergey Poyarkov. Writing couple Sergei and Marina Dyachenko were "honorary con chairs"; the actual concom was led by Borys Sydiuk.
