The 1971 Worldcon was selected by voting at St. Louiscon in 1969. (This was the first Worldcon selected two years in advance.)
The bidders were Washington in '71 and Boston in 71. There was also a mooted Baltimore in '71 bid which was not on the ballot. Boston won and went on to run Noreascon.
