Chicago-area fan who became active in internet fandom in the mid-90s and began con-running within a few years. In 1995, he founded the Sidewise Awards with Evelyn Leeper and Robert Schmunk.

After successfully running programming at WindyCon XXV, Tom Veal foolishly asked Silver to run programming for Chicon 2000, and Silver more foolishly accepted. He later served as a vice-chair for Chicon 7, as well as the President of the corporate board in the years leading up to the 2012 Worldcon.

In 2001, Silver stood for southbound DUFF, losing to the husband/wife team of Patrick Molloy and Naomi Fisher.

Founder of the short-lived Midwest Fannish Conventions, Incorporated and Midwest Construction. Also founded ISFiC Press in 2004 and served as editor and publisher through the end of 2012. He served on the ISFiC board for a total of 6 2/3 terms, from 1998 to 2006 and again from 2008 to 2020. He was initially elected to complete Ross Pavlac's term following his death. In 2008, he was brought on board as SFWA's first Event Coordinator.

Silver serves as the trustee for the Peggy Rae Sapienza Endowment at Northern Illinois University.

He was nominated for the Best Fan Writer Hugo in 2000-2003, 2005-2009, and 2011-2013. In 2000, Silver became the first Hugo-nominated fan writer who was nominated solely based on his on-line writing. His fanzine, Argentus was nominated for the Best Fanzine Hugo from 2008-2010 and in 2018, 2020-2023, he was nominated as part of the editorial team for Journey Planet.
