So why is something like this needed? It's true that there are procedural issues that need to be decided — has someone made minac requirements? What is the order of the waitlist? — but probably more of an issue when The Cult was founded in 1954 was a distaste for the complex organization of FAPA, the granddaddy of all fannish APAs.
