Vancouver in '83 was a Westercon bid. They bid the Hyatt Regency Hotel in Vancouver, BC. This was a change from their previous bid which was for a site at the University of British Columbia which they lost.
The opposition was San Francisco in '83, which won and ran Westerchron. See 1983 Westercon Site Selection.
