Okay, let's go. He was a 21-year-old chemical engineering student in April 1944, so he was born late 1922–early 1923.
The 1931 Census of Canada mentions exactly one Fred Herter (sic) of that age: Fred Max Herter, the 9-year-old Romanian-born son of Alfred Herter (b. ~1898 Germany) and Olga Hedwig Herter (b. ~1900 Switzerland), living in Iroquois Falls, Ontario, some 600km north of the Toronto area.
That seems to match the obituary for Alfred "Fred" Max Hurter, a professional engineer ("P. Eng") who "became a leading expert in the field of pulp and paper engineering and was recognized as a world leader in the use of nonwood fibres for producing paper".
It appears from this company history that Fred "Freddy" Hurter Jr., who "received his degree in chemical engineering from McGill University in 1946", followed in his father's footsteps, and that the family's presence up in Iroquois Falls was related to the paper mill business; the company's headquarters was in Montreal.
Several passenger lists from Ancestry give his birthdate as July 19, 1922 in Bucharest.
