Australian fan, editor of the first West Australian fanzine, Star Rover. He was a member of the Western Australian Science Fantasy Society and the Australian representative of Operation Fantast and Fantasy Times. He was known to have had difficulties with Australian Customs.

Dard issued 'Fantastic Novels: a check list under the imprint Dragon Press. This was an index to the pulp magazine Fantastic Novels.
