Richard Stephen Benyo, a Pennsylvania fan, founded Apa-45 in 1964 and was the first OE, then promptly gafiated.

The second issue of his fanzine Galactic Outpost (1964) included the first publication of Philip K. Dick's story "The War With the Fnools", later published in Galaxy Science Fiction (1969). Benyo was briefly revenant in the early 1970s, publishing Dipple Chronicle; he reprinted "The War With the Fnools" in the second issue (January/March 1972). His publishing house was Dipple Publications.
