The Opening Ceremony, the official start of a convention, isn't usually the first item of programming, but is often a first-night event where the chair or toastmaster welcomes members, talks up the coming weekend, makes announcements, and introduces the GoHs and other persons of note.

If any such notable doesn't happen to be there when his name is called, it's traditional for the audience to call out that he's "down in the bar!"

At Worldcons, events usually wind up with closing ceremonies, but most smaller cons don't bother.
