Spehner (born in France) in the 1970s in Canada was editor-in-chief of UFO-Québec , the official body of a study group of the same name, of which he was a founding member.

With others in 1974 he published the first issue of the fanzine Requiem, which became Solaris in August 1979.

From 1987 to 1990, he was a SF/fantasy columnist for Parallel Literatures and Current Literatures, on Radio-Canada.
