Janet Megson Kagan was a United States pro and fan who was a member of the Columbia University Science Fiction Society in the 60s for which she published Akos.

She married fellow fan Ricky Kagan.

Professionally, she began publishing in 1982 with the story "Faith of the Month" and went on to win the 1993 Best Novelette Hugo for her story "The Nutcracker Coup." Three of her novelettes, "The Nutcracker Coup," "Getting the Bugs Out," and "The Loch Moose Monster" also won the Asimov's Reader Poll.
