Most Worldcon Bids have a "Friends" level of support which costs a lot more than a pre-support and is a convenient way for people to give the bid extra money.
When the Australia in 2010 bid started, (see How to Start a Worldcon Bid in 24 Hours or Less) it was agreed that Friends Don't Let Friends Run Worldcons, so --- since everyone was Stephen's friend, the extra-donation level of pre-support should would be a Firend.
