Bill Payne

Bill Payne was a southern fan living in Nashville, TN. He was one of the founders of Outsidecon, a relaxacon held near Nashville and with Ken Moore re-founded Kubla Khan in 2001. He was a member of the SCA, involved in costuming and was an active huckster.
