Balticon 23 was a convention held at the Omni Inner Harbor Hotel, Baltimore, MD, Easter weekend, March 24-26, 1989. The GoHs were C. J. Cherryh, and Stephen Hickman and the FGoH was Steve Stiles.
The chairman was Jul Owings.
Elizabeth Moon won the Compton Crook Award for Sheepfarmer's Daughter. Christopher Hinz was the previous year's winner.
