The 1955 Worldcon was selected at SFCon, the 1954 Worldcon.
The only bidder we are certain of was Cleveland in '55, though there may have been Detroit in 1955 and Buffalo in 1955 bids.
In any event, Cleveland won and went on to run the Clevention.
