Site Selection for the 1948 Worldcon was conducted by Philcon, the 1947 Worldcon. There were two bids for the 1948 Worldcon, Toronto in 1948 and Milwaukee in 1948. The record we have shows that during site selection, the Business Meeting chose Toronto (which went on to run Torcon I), but no details seem to have been released.
