Juarez is a fan artist, author, and editor who co-edited the newszine Apparatchik and the fanzine Chunga. He ran the Tillamook in 1981 hoax Worldcon bid with David Stuart. Chunga won the Best Fanzine FAAn Award in 1995, 1996, 2003, 2005 and 2006.

Chunga was nominated for the 2005 Best Fanzine Hugo and the 2006 Best Fanzine Hugo.
