Vincent Manning, an Indiana fan, was a member of the Decker Dillies. He published Pluto with his brother, Vincent Manning, and attended Chicon, the 1940 Worldcon, and Denvention the following year.

Like all the Dillies, the Mannings had gafiated by the end of World War II. Vincent’s other avocation was as a radio ham.
