(April 28, 1916 — August 2, 1986)
Active in fandom from the 30s, he was a member of the pre-War club The Hell Pavers and one of the founders of the Cincinnati Fantasy Group. He attended Chicon I in 1940, and was active in fanzines in the 40s, including The Science Fiction World. In 1957 he wrote CFG History. He was one of the co-founders of First Fandom in 1958, and was president of the N3F in 1948-1949. He was one of the charter members of the N3F in 1941. He died of cancer in 1986.
An obituary appeared in the October, 1986, issue of the Science Fiction Chronicle.
Tarr was the subject of a Founding Member article by Jon D. Swartz in the February, 2017 issue (Volume 76, Number 2) of The National Fantasy Fan.
