Steve Miller attended University of Maryland, Baltimore County where he was founding president of the Infinity Circle, the school's first science fiction club. He was also Founding Curator of the Albin O. Kuhn Library's science fiction research collection and published the associated fanzine SF Bibliodd. He also published Three Beers.

He has a background in SF fandom and is now also a pro. He was Vice Chair of the Baltimore in 80 Worldcon bid, helped start the later DC in 1992 Worldcon bid, and is a 1973 graduate of Clarion West writing workshop in Seattle. His first professional fiction appeared in the 70s in Amazing. He has been a convention art show director, artist, and fanzine fan, and has attended over 200 sf conventions since 1974.

He is co-author (with his wife, Sharon Lee) of the Liaden universe stories and they live in central Maine.
