Steven Richard Miller attended the University of Maryland, Baltimore County, where he was founding president of the Infinity Circle, the school's first science fiction club. He was also Founding Curator of the Albin O. Kuhn Library's science fiction research collection and published the associated fanzine SF Bibliodd. He also published Three Beers.

He was Vice Chair of the Baltimore in '80 Worldcon bid, helped start the later DC in 1992 Worldcon bid. He was a convention art show director, artist, and fanzine fan, and attended over 200 sf conventions, beginning in 1974.

He was a 1973 graduate of the Clarion West writing workshop in Seattle. His first professional fiction appeared in the 1970s in Amazing. He was co-author (with his wife, Sharon Lee, whom he married in November 1980) of the Liaden universe stories and they lived in central Maine.
