Redd's Compromise

During the debates over how the site of the Worldcon should be chosen, Redd Boggs proposed a compromise between the N3F deciding the site and the present method of it being selected by the members of the current Worldcon. He proposed that the N3F poll both members and non-members to decide the site. The motion failed.
